Private capital flows are a hallmark of the 21st Century global economy. When harnessed effectively, they can boost investment and spur productivity growth; when they dry up, growth can come to a jarring halt. The key concerns, then, are how capital flows and macroeconomic policy can interact to produce good and bad outcomes—and what innovative policy ideas at the international and national level are available to address them.
