Course Description

India is committed to meeting its commitment to the G20 Data Gaps Initiative (DGI) Recommendations II.15 and II.16. This workshop will focus on addressing II.15 and provide the skills to officials mainly from India's CGA to translate reporting data for India's budget central government (BCG) into the GFS framework. This will be achieved by delivering training on the main components of the GFS framework on revenue, expenditure and financing and then make comparisons with the current reporting standards for BCG. The workshop will culminate in the participants being separated into groups to generate GFS data for BCG using reported data for BCG and then presenting this data to the other groups and then comparing the results.

Course Objectives

The workshop objective is for participants that have a good understanding of the reporting requirements for India's BCG to gain knowledge on the GFSM 2014 framework. This should allow the participants to reach a consensus with the faculty on the correct mapping of reported data to the GFSM 2014 framework. This will then enable India to partially achieve the GDI Recommendation II.15 by producing BCG GFS. Further work will be required to increase coverage to include state government GFS to fully satisfy the recommendation.
