Course Description

This regional workshop will begin with a foundational discussion on integrating a fiscal strategy into a Medium-Term Fiscal Plan (MTFP) and the related documentation, including a Fiscal Strategy Paper (FSP). It will continue by introducing participants to policy analysis concepts, including multi-criteria analysis and cost effectiveness. A panel discussion on monitoring the results with program and performance objectives will help participants evaluate budget and policy outcomes.

Course Objectives

The workshop will start with the strategy setting phase of the budget and its relationship with the MTFP and the preparation of the FSP. Contents of the FSP will be identified, including advice on how to generate and/or identify the necessary information such as the domestic and international economic outlooks, projections of medium-term revenues/expenditures, fiscal balances, and debt levels; policy/expenditure priorities; and risks to the budget. (Day 1 and the first session of Day 2)

The second session of Day 2 and Day 3 will be dedicated to training using a simple Excel tool to conduct policy and cost/benefit analyses, including multicriteria analysis and cost effectiveness. A homework assignment will be given to be discussed on Day 3. 

On Day 4, a panel discussion will focus on managing the budget with program and performance budget (PPB) measures, including specialized topics such as gender, climate change, and green budgeting. A methodology for incorporating the measures into the monitoring and evaluation system will be discussed. Panelists will identify how other governments' PPB evolution can help those just starting on this method.
