This paper was prepared by the staff of the International Monetary
Fund and the World Bank in Washington, DC. The main authors are Saumya
Mitra (World Bank) and Dimitri G. Demekas, Johannes Herderschee, and
James McHugh (IMF). The paper has benefited from extensive contributions
