Summary: Since the mid-1980s, most developing countries have moved toward outward, market-oriented policies and liberalized their trade regimes. At the same time, industrial countries have acted to liberalize financial markets and foreign direct investment, deregulate services, and privatize public enterprises. This study, in the IMF's World Economic and Financial Surveys series, discusses these and other developments among industrial, developing, and transforming Eastern European countries.
