Felipe MANTEIGA LANGUAGES: English, French, Portuguese, SpanishESTABLISHMENT AND FUNCTIONSThe Inter-American Institute of Agricultural Sciences, originally established by the Convention of January 15, 1944, was reorganized under the name of Inter-American Institute for Cooperation on Agriculture (IICA) by a new Convention which entered into force in 1980. The intention of the reorganization was to strengthen and broaden the activities of the Institute as the specialized agricultural organization of the inter-American system. The purposes of the Institute are to promote food safety and the prosperity of rural communities in the Americas. The 2002-2006 Medium Term Plan, the policy document that sets IICA's priorities, focuses on the development of a culture of cooperation, partnerships, shared responsibilities and a common agenda to channel the energies of the Member States toward building a prosperous agricultural sector. IICA's efforts prioritize actions that address the following topics: Trade, policies, integration and agribusiness development; agricultural health and food safety; sustainable rural development; technology and innovation; horizontal technical cooperation; training and education; and information and communication. These fields of action reflect the needs and priorities established by the Member States, and delimit the areas in which IICA concentrates its efforts and technical capacity. They are the focus of IICA's human and financial resource allocations, and shape its relationship with other international organizations. STRUCTUREUnder its new Convention, the Institute has the following organs: the Inter-American Board of Agriculture, the Executive Committee and the General Directorate. The Inter-American Board of Agriculture is the governing authority of the Institute and is composed of Ministers of Agriculture (or their representatives) of all the Member States. The Board meets every two years. The Executive Committee is composed of twelve Member States, elected for two-year terms in accordance with the principles of partial rotation and equitable geographic distribution. The Committee holds one regular meeting each year at the headquarters of the Institute.
