ESTABLISHMENT AND FUNCTIONS
The UN Economic Commission for Latin America and the Caribbean (ECLAC) was founded in 1948 by the Economic and Social Council of the United Nations to coordinate policies for the promotion of economic development in Latin America and to foster regional and international trade. Later, its work was extended to the Caribbean countries and its program of action expanded to promote social development.
ECLAC member governments in 1996 updated the mission through Resolution 553 (XXVI) in an effort to increase the relevance of activities sponsored in the region. Under the new guidelines, the Commission must act as a center of excellence to aid member states in the integral analysis of the development process. This process includes formulating, evaluating, and following up on public policies as well as providing assistance in areas of specialized information. ECLAC experts also offer advice, training and support for regional and international cooperation and coordination.

STRUCTURE
Commission and Committee of the Whole
The Commission meets every two years in one of the Latin American or Caribbean capitals. The Committee of the Whole meets for special purposes and usually in years in which no session of the Commission has been scheduled.
Subsidiary Bodies of the ECLAC
Central American Economic Cooperation Committee (Committee for Economic Cooperation of the Central American Isthmus), established in August 1952 as a permanent organ of the organization, is charged with advising the Central American Governments and providing technical assistance in connection with the Central American Economic Integration Program. The Mexico City Office serves as secretariat for the Committee.
Committee on Population and Development. The creation of ECLAC Sessional Ad Hoc Committee on Population and Development was agreed upon at its XXVth Session (resolution 536(XXV), Cartagena de las Indias, 1994) for the follow-up and review of issues related to population and development, including the Latin American and Caribbean Regional Plan of Action on Population and Development and the Programme of Action of the International Conference on Population and Development (Cairo, 1994). The Committee holds, since 1996, its meetings every two years, at the same time as the ECLAC Sessions. In addition to the review of the progress made reagarding priority population and development issues, at each meeting a substantive topic is being dealt with too (such as: population, reproductive health and poverty; population and youth; and sociodemographic vulnerability). Additionally, the Presiding Officers generally have an open-ended meeting, in between Sessions, to provide the necessary follow-up to priority issues.
Caribbean Development and Co-operation Committee (CDCC), established in 1975, is in charge of advising Governments in the Caribbean region with regard to integration and their relationship with the rest of Latin America. It acts as a coordinating body for activities relating to development and cooperation in the Caribbean, and carries out research and studies in connection with social and economic development needs.
Statistical Conference of the Americas of the Economic Commission for Latin America and the Caribbean. By resolution 2000/7 of July 25, 2000, the Economic and Social Council of the United Nations approved the establishment of the Conference as a subsidiary body of the Commission.
The objectives of the Conference are:
To promote the development and improvement of national statistics and their international comparability, bearing in mind the recommendations made by the United Nations Statistical Commission, specialized agencies and other relevant organizations.
To further international, regional and bilateral cooperation among national offices and international and regional agencies.
To prepare a biennial programme of regional and international cooperation activities designed to meet the demands of the countries of the region, subject to the availability of resources.
