Diane MENDOZA LANGUAGE: EnglishESTABLISHMENT AND FUNCTIONSThe Caribbean Regional Technical Assistance Centre (CARTAC) was established in November, 2001. It is a joint initiative of the Caribbean Community (CARICOM), the Government of Canada, the International Monetary Fund (IMF), the United Nations Development Programme (UNDP), and seven other governments and agencies - the Caribbean Development Bank (CDB), the Government of Ireland, the European Union (EU), the Inter-American Development Bank (IDB), the United Kingdom's Department for International Development, USAID and the International Bank for Reconstruction and Development (IBRD). At the request of its participating countries, the Centre provides technical assistance and training in the following core areas of economic and financial management:
CARTAC operates as a UNDP project with the IMF as executing agency to help ensure that technical assistance and measures supported by the Centre are consistent with international standards and best practices. COMPOSITION20 countries: Anguilla, Antigua & Barbuda, The Bahamas, Barbados, Belize, British Virgin Islands, Cayman Islands, Dominica, Domincan Republic, Grenada, Guyana, Haiti, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, Turks & Caicos. STRUCTUREThe core technical expertise of the Centre is provided by a team of five resident advisers under the overall leadership of a coordinator, and supported by backstopping from the specialized technical asisstance departments of the IMF. A Steering Committee exercises overall guidance and supervision of the Centre's operational activities and is composed of six representatives of member countries (either from central banks/monetary authorities or ministries of finance) and six representatives of the donor agencies, and one from CARICOM. The Centre provides advice on, and assists with, the implementation of instituional reforms, conducts different types of training activities, arranges professional and technical attachments for upgrading of skills, and provides access to information on international standards and best practices.
