ESTABLISHMENT AND FUNCTIONS

At the initiative of the Government of Kuwait, the Kuwait Institute of Economic and Social Planning in the Middle East became a regional institute from September 1972, and was renamed the Arab Planning Institute - Kuwait.

The Kuwait Institute had been established in 1966 as an autonomous national institute by the Government of Kuwait with assistance from the United Nations Development Programme (Special Fund) to conduct training programs, develop research activities, and render advisory services in the fields of economic and social development planning, programming, and implementation.

Since 1976 the participating countries have taken full responsibility for the Institute's finance and administration.

The Institute's training program consists of: (a) short specialized programs addressing current developmental and economic decision-making issues in Arab countries; (b) Specialized Certificates on a wide range of issues related to economic management and development in the region; (c) Training Diploma addressing broad issues related to development policies, economic management and reform, and the management of resources; and (d) workshops for high-ranking officials in Arab countries.

The Institute organizes conferences, symposia and seminars as forum for discussion of relevant current issues in the Arab countries.

The current research programs of the Institute focus on problems related to: Financial Sector Reform and Foreign Investment; Social Policy Reform; Public Finance and Tax Systems; Competitiveness and Shifting Comparative Advantage; WTO and the New Trade Agenda; Information Technology; and Human Resources Development.

The Institute also provides advisory services to Arab governments and institutions upon their request on issues of economic and social development and planning.

COMPOSITION

15 participating members: Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Oman, Qatar, Sudan, Syrian Arab Republic, Tunisia, United Arab Emirates, Republic of Yemen.

STRUCTURE

The Board of Trustees of the Institute is composed of three members representing the host country of Kuwait and a member representing each of the member countries. The Board is responsible for defining the Institute's general policy and for following up the realization of its objectives. It lays down general rules and principles which govern the administration and operation of the Institute, and reviews and approves work programs and budgets.

The Director General of the Institute is ex officio a member of the Board with no vote. He supervises training and research programs, as well as the administration and other activities of the Institute.

An Advisory Committee consisting of the Director General, his Deputy, the various Advisors of the Institute, and three experts from member states nominated by the Director General and elected by the Board of Trustees, reviews the work program of the Institute for presentation to the Board of Trustees.

The Academic Staff of the Institute undertakes training, research and consultation services, and represents the Institute in various conferences and seminars. The competence of the staff encompasses a number of specialized areas relating to Economic Management and Development.
