Among the most far-reaching changes taking place in the globalization of finance have been the blurring of the rigid segmentation in the financial industry and the transfer of risks from the banking to the nonbanking sectors. This transfer raises a number of key issues, such as: Where has the risk gone? Will it be increasingly transferred to final users of capital markets, including the household sector? Are these recipients able to manage the risk they have assumed? Will new vulnerabilities arise from these changes? And, what role should the international community—particularly the International Monetary Fund—play in addressing such matters?
