Press Release: IMF Makes Senior Appointments, Organizational Changes

Michel Camdessus, Managing Director of the International Monetary Fund (IMF), has announced his intention to appoint several senior staff to new positions, and to make a number of organizational changes at the IMF to take effect in the coming months. Current department heads who will be assuming new posts at the IMF are: Shailendra J. Anjaria, Reinhard Munzberg and Brian C. Stuart. Margaret R. Kelly is being promoted to head a new department.
Mr. Anjaria, a national of India and the current Director of the External Relations Department, will become Secretary of the IMF, effective August 2, 1999. He succeeds Mr. Munzberg, a German national, who has been appointed as the IMF’s Special Representative to the United Nations. Mr. Munzberg will also have oversight of the IMF’s Office in Geneva, Switzerland.
Effective July 1, 1999, Ms. Kelly, an Australian national who is currently Senior Advisor in the Asia and Pacific Department, has been appointed Director of the newly created Human Resources Department, which incorporates the personnel functions of the former Administration Department. Ulrich Baumgartner, an Austrian national and current Deputy Director of Administration, will become Deputy Director of the Human Resources Department.
Mr. Stuart, a national of Canada who is Director of the Administration Department, will become Director of the new Technology and General Services Department. The Technology and General Services Department incorporates the operations of the Bureau of Computing Services, the Bureau of Language Services, and the Administrative Services Division and Joint Library functions of the Administration Department. The new services department will also incorporate parts of the Communications and Records Divisions and part of the Documents Section of the Secretary’s Department.
Warren N. Minami, a national of the United States who is Director of the IMF’s Bureau of Computing Services, has been named Associate Director of the Technology and General Services Department. Patrick Delannoy, a national of France and Director of the IMF’s Bureau of Language Services, will be a Deputy Director of the Technology and General Services Department. Inger E. Prebensen, a Norwegian national, and currently Deputy Director of the Administration Department, will be a Deputy Director of the Technology and General Services Department.
Background of Appointees:
- Mr. Anjaria, who was educated at the University of Pennsylvania, Yale University and the London School of Economics, has been director of the IMF’s External Relations Department since September 1991 and has held a number of senior positions since joining the institution in November 1968.
- Mr. Baumgartner, who was educated at the University of Graz, Johns Hopkins University and the London School of Economics, has held a range of positions since joining the IMF in October 1972. He has been Deputy Director of Administration since September 1995.
- Mr. Delannoy, who was educated at Ecole Supérieure des Sciences Economiques et Commerciales and Johns Hopkins University, has held various positions in the Bureau of Language Services since joining the Bureau in February 1979.
- Ms. Kelly, who was educated at the Australian National University and the University of New England, has held senior positions in a number of IMF departments since joining the institution in November 1972. She has been Senior Advisor in Asia-related departments since July 1995.
- Mr. Minami, who holds management degrees from American University and San Jose State College, joined the IMF in December 1982 as Director of Computing Services after a career at various private and public-sector institutions, including the Federal Reserve Board and Chase Manhattan Corp.
- Mr. Munzberg, who holds a law degree from the University of Erlangen, has been Secretary of the IMF since December 1996. He has held a number of senior positions in the IMF, including Deputy General Counsel, and was Executive Director at the World Bank prior to joining the IMF in September 1985.
- Ms. Prebensen, who holds a law degree from the University of Oslo, joined the IMF in December 1995 as Deputy Director of Administration after a career in commercial banking in Norway and the U.K.
- Mr. Stuart, who was educated at the University of Calgary and Queen’s University, has held senior managerial and area department positions since joining the IMF in October 1973. He has been Director of Administration since January 1999.
