Tewodaj Mogues

Tewodaj Mogues joined the Fund and FAD in 2018, where she conducts analytical work, capacity development, and review activities on the Sustainable Development Goals (SDGs), food and agriculture expenditures, public investment, spending efficiency, public-private partnerships (PPPs), social spending, and other topics related to public expenditures. She also provided fiscal analysis as part of the IMF’s country team for Guinea and leads a two-year capacity development project for Slovakia. Prior to joining the Fund, she was at the International Food Policy Research Institute (IFPRI) since 2005, at its headquarters in Washington DC. As a Senior Research Fellow in IFPRI, she led the research cluster on Public Investments and Institutions under the CGIAR Research Program on ‘Policies, Institutions, and Markets’. Her research focused on agricultural and rural development, public expenditures, local public finance and decentralisation, political economy, public service delivery, and social capital. Tewodaj has published journal articles and book chapters on these topics, serves as co-editor of the European Journal of Development Research, and is editor of the book 'Public Expenditures for Agricultural and Rural Development in Africa'. She received her Bachelors degree in economics from Kalamazoo College (1995), and her Ph.D. in agricultural and applied economics from the University of Wisconsin-Madison (2005).
