commitment that I present the ARREST Agenda for
Inclusive Development (AAID), Liberia’s fourth post-conflict
National Development Plan (2025–2029)
to you the People of Liberia. This ambitious Plan
represents our collective resolve to transform Liberia
from a low-income country characterized by many
human deprivations into a nation of inclusive growth,
sustainable development, and shared prosperity.
