By-Laws, Rules and Regulations: 65th Issue

Description: This volume sets out the IMF’s By-Laws, which are adopted under the authority of, and are intended to be complementary to, the IMF’s Articles of Agreement, which are considered to prevail in the event of any conflict. The By-Laws cover a number of topics, including the size and composition of the IMF’s Board of Governors and Executive Board, applications for IMF membership, IMF quotas, voting rights, staff regulations, and the IMF’s Special Drawing Rights.

Description: This paper describes by-laws of the IMF. These by-laws state that special meetings of the Board of Governors may be called at any time by the Board of Governors or the Executive Board and shall be called upon the request of fifteen members of the IMF or of members of the IMF having in the aggregate one-quarter of the total voting power. Whenever any member of the IMF requests the Executive Board to call a special meeting of the Board of Governors, then the member shall state the reasons.

By-Laws, Rules and Regulations: 2006

Description: The By-Laws are adopted under the authority of, and are intended to be complementary to, the Articles of Agreement of the International Monetary Fund; and they shall be construed accordingly. These Rules and Regulations supplement the Articles of Agreement and the By-Laws adopted by the Board of Governors. They are not intended to replace any provision of either the Articles or the By-Laws. The Rules and Regulations provide such operating rules, procedures, regulations, and interpretation as are necessary and desirable to carry out the purposes and powers contained in the Articles, as supplemented by the By-Laws. If any provision in the Rules and Regulations is found to conflict with any provision in the Articles or in the By-Laws, the Articles and By-Laws shall prevail, and an appropriate amendment shall be made to these Rules and Regulations. Additions to, and changes of, the Rules and Regulations will be made as experience brings to light new problems or suggests modifications in procedures already adopted.

Description: This paper discusses 56th issue of the By-Laws and Rules and Regulations of the IMF. It highlights that the principal office of the IMF shall be located within the metropolitan area of Washington, DC. The Executive Board may establish and maintain agencies or branch offices at any place in the territories of other members, whenever it is necessary to do so to facilitate the efficient conduct of the business of the IMF. The Board of Governors shall hold regular meetings, which shall be at annual intervals unless the Board of Governors decides otherwise.
