Course Description
Virtual Training to Advance Revenue Administration (VITARA) is a joint initiative of four international organisations: the Inter-American Center of Tax Administrations (CIAT), the Intra-European Organisation of Tax Administrations (IOTA), the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD).
VITARA Reform Management Fundamentals: Setting Up A Reform Program explains key concepts of reform management, the process of developing a reform program, the key management and governance arrangements of tax administration reforms as well as tax administration reform project management. A separate related module - Reform Management Specific Topics: Managing A Reform Program - builds on this module by providing additional material on key issues faced in implementing reforms. Both modules present proven management practices applied by tax administrations across the world in managing their reform programs. Both modules together aim to provide you with a comprehensive understanding of reform management.
Course Objectives
This module aims to give you a good grounding in what tax administration reform is, why it is important, what is involved in implementing it, and who should be involved in the reform process.
