Overview
Fragile states face acute challenges; they are often confronted with political instability or conflict, inadequate public services, and lack of economic opportunities. Yet some countries have managed to build resilience and escape from these conditions, although the process was neither linear nor short. This seminar will take stock of the challenges and opportunities countries face in this process, especially in building consensus, improving economic policies, strengthening institutions and capacity, and securing external support. The panelists will share their views, TED style, on what it takes for a country to build resilience, and then participate in a joint discussion. This could shed light on successes, critical steps, and potential missteps, which could guide stakeholders in similar countries and help the Fund refine its engagement with these countries.

Stella Dawson
Ms. Stella Dawson joined the Thomson Reuters Foundation in July 2012 to build coverage of corruption and governance , and to integrate it into our reporting on humanitarian issues. For 25 years, Stella has reported on international economic policy and finance at Reuters from the United States and Europe, frequently appearing on radio and television. She won awards for her coverage of the European Central Bank in its early years under President Jean Claude Trichet and led Reuters global coverage of financial crisis as Economics and Markets Editor between 2007 and 2010. Stella has reported on the dot.com crash, the Asia currency crisis , and Internet productivity boom. Before joining Reuters, she worked in Virginia as a radio and television reporter and at a daily newspaper. When news is not breaking, she can be found cycling or climbing mountains.
Mitsuhiro Furusawa
Mitsuhiro Furusawa was appointed Deputy Managing Director of the International Monetary Fund on March 2, 2015. Previously, Mr. Furusawa was Special Advisor to the Prime Minister and to the Minister of Finance in Japan. Mr. Furusawa served as Executive Director for Japan at the International Monetary Fund from 2010 to 2012. He has served as Vice Minister for International Affairs at the Finance Ministry, and held various diplomatic positions. Mr. Furusawa studied Law at the University of Tokyo, and is also a graduate of France's Ecole Nationale d'Administration.
Jacobus Kamfer (Jakkie) Cilliers
Jacobus Kamfer (Jakkie) Cilliers is the Executive Director of the Institute for Security Studies and Head of the African Futures and Innovation Section. Dr. Cilliers has authored several papers and books in the areas of peace, security, and fragility in Africa. He is Professor at the Centre of Human Rights and the Department of Political Sciences of the University of Pretoria, and serves on several international advisory boards. He has a Doctorate from the University of South Africa.
Claver Gatete
Until his appointment to the Finance Ministry, Claver Gatete served as Governor of the National Bank of Rwanda since May 2011. He is not new to the Ministry of Finance which he served in as Secretary General and Secretary to the Treasury from 2003 to 2005. From 2001 to 2003, he worked in the Office of the President as a Personal Representative of the President on NEPAD Steering Committee; Coordinator of the National African Peer Review Mechanism (APRM), member of the APR National Commission; and Member of the NEPAD’s African Partnership Forum (APF). Before joining the Office of the President, Claver Gatete worked with the United Nations Development Program (UNDP) – Kigali-Rwanda as a National Economist. He holds a Master’s Degree in Agricultural Economics from the University of British Columbia in Canada.
Kaifala Marah
Kaifala Marah has been Minister of Finance and Economic Development in Sierra Leone since 2012. Prior to this appointment, Dr. Marah served as Chief of Staff in the Office of the President and as Adviser of Public Expenditure Management in the Commonwealth Secretariat in the UK. He holds a Masters in Public Policy from New York State University and a Ph.D. from the University of Hall in the UK.
Jihad Khalil Al Wazir
Jihad Khalil Al Wazir has been Governor of the Palestine Monetary Authority since 2008. He is the founder of the Palestine Insurance Deposit Corporation. Dr. Al Wazir has served in senior positions in the private and public sectors, including the Ministry of Finance and the Ministry of Planning. He holds a Ph.D. in Business Administration from Loughborough University (UK).
